Cristina supplied a comprehensive legal manual (Manual_Juridico_Portugal_Odyssey.docx — Privacy / Terms / Cookies / Booking conditions / Partner Code of Conduct / Final provisions). It was reviewed (structure + consistency + technical accuracy) and formatted as a PO-branded PDF and delivered to her on Telegram.
Not legal advice. Final legal sufficiency (RGPD adequacy, consumer law, RNAVT classification, enforceability of cancellation tiers + liability cap) must be validated by a Portuguese lawyer before publication.
Entity details (now confirmed — fill the other docs' placeholders)¶

Substantive issues to reconcile before publishing (decisions for Cristina + lawyer)¶
- «Intermediária» vs «facilitador» — the manual repeatedly calls PO «intermediária … não diretamente responsável» (II.1.3 / II.8.1). Model 3 is deliberately framed as a marketplace facilitador to avoid the intermediação de viagens / agência de viagens classification that triggers RNAVT + IDD insurance. «Intermediária» is legally loaded in PT tourism.
- Who issues the invoice — IV.2.2 says «a fatura é emitida em nome do utilizador» (PO invoices the customer), but Model 3 + the onboarding manual are explicit that the partner is Merchant of Record and issues the factura. Contradiction.
- Cookie policy ↔ cookieless site — Part III documents GA4 / Hotjar / Meta Pixel / Google Ads / LinkedIn + a consent banner (even names the Complianz WordPress cookie
cmplz_*). The marketing site uses Plausible — cookieless, no banner (frontends/web-presence/src/lib/analytics.ts). Lifted template documenting tracking that doesn't exist. Align to reality or scope to the future booking platform. - Payment methods — IV.2.1 lists cards + MB Way + Multibanco + PayPal + bank transfer. Model 3 = Stripe Connect; cards/MB Way/Multibanco are Stripe-supported, PayPal is not. Confirm or remove.
- Cancellation tiers — IV.4.1 commits granular tiers (>30d 100% … <48h 0%) + €15 change fee + €25 partner-cancel compensation;
revenue-model.md§5 lists different provisional defaults marked "still open". Pick one canonical schedule — it must be coded intopayment-service.
Minor¶
- Orthography: legal manual is in AO90 («proteção», «fatura», «atividade»); the onboarding manual is pré-AO («protecção», «selecção»). Inconsistent with each other. For a legal doc the official (AO90) orthography is defensible; decide whether to unify with the brand's pré-AO standard.
- Contact channel: legal uses
geral@, onboarding usespartners@— align. - Commission rate still
[a confirmar]in both the onboarding manual and the legal manual.
Coverage (good)¶
Six parts, RGPD-aware (responsável + DPO, dados, finalidades, base jurídica art. 6, partilha, transferências, conservação, direitos arts. 15-22, segurança, menores), cites RGPD / Lei 41/2004 / Decreto-Lei 7/2004 / Decreto-Lei 24/2014, CNPD as supervisory authority, RAL + foro de Lisboa. A strong base.
